“The Great Lakes, from the point of view of those who live near them and are affected by the rise and fall of the water level. Weather is the adversary; an influence beyond the puny powers of the engineer. Against springtime flooding there is little recourse except to allow for it. But in the narrower channels, and at the hydroelectric dams, ice jams can be smoothed out. How it is done is demonstrated by photography and scale models.” (National Film Board of Canada)
